EU-China Innovation Zone (Wuxi)

The EU-China Industrial Innovation Zone is located within the Xinhu District and the Wuxi National Hi-Tech District (WND).

Xinwu District (simplified Chinese: 新吴区; traditional Chinese: 新吳區) is one of the five districts of Wuxi. Located in the hinterland of the Yangtze River delta, the district is southeast of the center of Wuxi. Before the district was renamed Xinwu ("New Wu"), it was known as Wuxi New District (WND) or formerly as Wuxi National Hi-Tech Industry Development Zone. It was established in 1992 as an industrial zone to attract large foreign companies. After some administrative changes, it currently consists of six sub-districts - Wangzhuang, Shuofang, Jiangxi, Meicun, Hongshan and Xin'an. It covers an area of approx. 220 km² with a population of approx. 600,000 inhabitants.

As the administrative body, the district administration is responsible for the Wuxi Hi-tech Industrial Development Zone, the Wuxi (Taihu) International Technology Park, the Wuxi Airport Industrial Park, the China (Wuxi) Industrial Expo Park, the China Wu Culture Expo Park and the International Education and Living Community. Xinhu is regarded as the economic engine for the opening up of Wuxi and as a center for scientific innovation and industrial change.

The EU-China Industrial Innovation Zone covers an area of 7.7 km². A concept has been developed and validated for the development. Consisting of a core, two axes and six industrial parks, the aim is to further develop and support the development of local and international business.

Planning concept for the spatial division into thematic clusters
1 Core

The industrial Innovation Service Supporting Core is intended to provide impulses for companies to be more competitive and successful in the long term. The core also includes the Innovation Center in its area.

2 Axis

The two axes will cross in the industrial core. One dimension is characterised by service and support, which will be developed along Xida Road. The second dimension will be characterised by science and technology and will be developed along Xinhua Road. The aim here is to bring scientific and technical innovations to the companies and thus support further development.

6 Industrial Parks

The six industrial parks are to cluster companies thematically. The aim is to optimise synergies and interactions between these companies for the benefit of participants. The thematic clusters have been derived on the basis of the higher-level strategy. Accordingly, the six clusters are:

  • Intelligent Equipment Park - companies that produce machinery and equipment to enable networked and intelligent production
  • New Energy Park - companies that manufacture technologies for the production of renewable energy, both in terms of generation, control and analysis
  • Artificial Intelligence Park - Companies that integrate algorithms and AI capabilities into their products to improve product performance
  • Auto parts park - companies that are active as suppliers to the automotive industry
  • New Energy Storage Park - Companies that are actively involved in the production of energy storage solutions, e.g. accumulators, thermal energy storage, compressed air storage, but also chemical storage.
  • Industrial Metaverse Park - Companies that increasingly offer their solutions in the virtual space or produce solutions for using the Industrial Metaverse.

As a result of the development of the EU-China Industrial Innovation Zone, the available space is being transformed. In some cases, companies that do not fit the outlined concept are relocated or have to transform themselves accordingly. In order to avoid creating too much uncertainty and instability, the area located on the axis focussing on scientific and technological innovation is to be developed further in the first phase. An area of 1.15 km² has the potential to accommodate new projects from both local and international companies. As can be seen from the illustration, the first projects have already been launched (yellow and red).

Current status of the realisation initiatives on the sites undergoing transformation

In general, the area currently undergoing transformation has been divided into five zones in order to organise projects in a partner-specific format. The aim is to enable an industrial output of 22.8 trillion euros in the long term. To enable this increase in potential, an area of 0.5 km² has also been planned for scientific innovation carrier. The following categorisation currently exists for the realisation:

  • Sino-German Park
    In particular, companies with headquarters in Germany are to be located in this area. An area of 27.1 ha is being made available for this purpose. Negotiations have already been conducted and partially concluded for 10.7 ha. There are still 7.8 ha of land available for development.
  • Sino-Israel Park
    The interest shown by Israeli companies was surprising. This is because all but 7.8 hectares of the 24.3 hectare area has already been negotiated or is about to be signed. In general, the Sino-Israel Park is the second largest transformation area.
  • Sino-French Park
    A well-known company, Schneider-Electric, has already started a huge investment project in this area and is currently being realised. As a result, only 13.8 ha of the 19.9 ha planning area is still available. However, due to the strong focus on intelligent and sustainable processes, there are excellent starting points for smart and green production using the latest technologies.
  • Sino-Swiss Park
    Due to the current negotiations, the largest development area is earmarked for projects focussing on cooperation between Switzerland and China. The successful negotiations have already resulted in almost half of the 28.9 hectares being planned. Although there is still sufficient land available for investment at 16.6 hectares, it can be assumed that these areas will also be occupied by projects in the near future.
  • Erweiterungspotenzialflächen

Projects are currently being negotiated or implemented with seven international companies. These key projects are with the companies Legrand,AML Systems, Schneider Electric, Faurecia, Aden Siemens and MagotteauxInvestors are therefore in good company.
